I've seen people use them, and I've seen others who don't. Most of the time, it is professional photographers and such who have, say, a black border around their picture with the name of their photo and their name. Borders give a professional look to almost any photo and I'm considering putting borders around my pictures from this point on. Some pictures just don't seem complete without one.
